مدیر سایت ترمینال غلات بندری | Port Grain Terminal Site Manager

## هدف شغل (Job Purpose)
مسئولیت مدیریت ایمن، کارآمد و قابل‌اطمینان عملیات روزانه ترمینال غلات، شامل تخلیه کشتی‌ها، انتقال، ذخیره‌سازی و ارسال به کامیون یا خطوط ریلی را بر عهده دارد.
ضمن هدایت یک تیم چندتخصصی، از انطباق کامل با استانداردهای ایمنی، کیفیت و بهره‌برداری (HSE) اطمینان حاصل می‌نماید.

## مسئولیت‌های کلیدی (Key Accountabilities)

### A. مدیریت عملیات (Operations Management)
- نظارت بر فعالیت‌های روزانه ترمینال شامل: تخلیه کشتی، انتقال غلات، بارگیری/تخلیه سیلوها و ارسال به کامیون یا خطوط ریلی
- هماهنگی عملیات شیفت‌ها برای دستیابی به حداکثر ظرفیت عملیاتی با حداقل توقف
- پایش و کنترل شاخص اثربخشی کلی تجهیزات (OEE)، شناسایی گلوگاه‌ها و اجرای برنامه‌های بهبود
- تضمین هماهنگی روان با واحدهای نگهداری، کنترل کیفیت، لجستیک و برنامه‌ریزی
- بررسی آمادگی و عملکرد تجهیزات حیاتی مانند تخلیه‌کننده‌های کشتی، نوار نقاله‌ها، بالابرها، سیلوها و ایستگاه‌های توزین
- تأیید و نظارت بر اجرای برنامه‌های عملیاتی روزانه در هماهنگی با برنامه ورود کشتی‌ها و اولویت‌های ارسال
- پشتیبانی از پروژه‌های سرمایه‌ای (CAPEX) و طرح‌های بهبود عملکرد

### B. منابع انسانی و رهبری (People & Leadership)
- هدایت، آموزش و انگیزش تیم عملیاتی سایت شامل اپراتورها، سرپرستان، رانندگان لیفتراک و سایر کارکنان
- نظارت بر انضباط کاری، حضور و رعایت آیین‌نامه رفتاری شرکت
- توسعه شایستگی‌های تیم در راستای دستورالعمل‌های عملیاتی ترمینال (SOP) و استانداردهای ایمنی

### C. ایمنی، بهداشت و انطباق (HSE & Compliance)
- اطمینان از اجرای رویه‌های مجوز کار (Permit-to-Work)، قفل‌گذاری و برچسب‌گذاری ایمنی (LOTO)، و واکنش اضطراری
- هماهنگی با تیم HSE جهت انجام ممیزی‌ها، مانورهای ایمنی و بررسی حوادث

### D. هماهنگی دارایی‌ها و نگهداری (Asset & Maintenance Coordination)
- تضمین بازرسی‌های دوره‌ای و نظافت مناسب تجهیزات مکانیکی و الکتریکی
- گزارش‌دهی و پیگیری کلیه مسائل نگهداری از طریق سیستم مدیریت نگهداری (CMMS) یا سامانه‌های استاندارد گزارش‌گیری
- پشتیبانی از تیم‌های نگهداری و مهندسی در زمان‌بندی تعمیرات پیشگیرانه و ابتکارات افزایش قابلیت اطمینان تجهیزات

### E. کنترل کیفیت و موجودی (Quality & Inventory Control)
- اطمینان از حفظ کیفیت محصول در عملیات جابجایی غلات، کاهش ضایعات و جلوگیری از آلودگی
- هماهنگی با واحد تضمین کیفیت (QA) برای انجام عملیات ضدعفونی، تست رطوبت و کنترل آفات
- پایش روزانه موجودی سیلوها و تطبیق موجودی فیزیکی با داده‌های سیستم ERP

### F. گزارش‌دهی و پایش عملکرد (Reporting & Performance Tracking)
- ارائه گزارش‌های روزانه و هفتگی عملیات شامل نرخ تخلیه، زمان‌های توقف، حوادث و بهره‌برداری از نیروی انسانی
- پایش شاخص‌های کلیدی عملکرد (KPI) مانند نرخ تخلیه (تن در ساعت)، دسترسی تجهیزات، انطباق ایمنی و میزان ضایعات محصول
- پشتیبانی از مدیر عملیات در تهیه گزارش‌های ماهانه عملکرد ترمینال

## شرایط احراز (Qualifications, Experience & Skills)

- **تحصیلات:** مدرک کارشناسی در یکی از رشته‌های مهندسی مکانیک، برق یا صنایع
- **زبان:** تسلط به زبان انگلیسی
- **مهارت‌ها:**
- حل مسئله و عیب‌یابی
- رهبری و برنامه‌ریزی
- ارتباط مؤثر (با تسلط به زبان انگلیسی)
- مدیریت تعارض و کار تیمی
- تصمیم‌گیری مبتنی بر داده
- آشنایی با سیستم‌های TPM و اصول 5S

- **سابقه کاری:** حداقل 7 تا 10 سال تجربه در ترمینال‌های فله‌ای/غلات، لجستیک بندری یا واحدهای صنعتی بزرگ

## Job Purpose
Responsible for the safe, efficient and reliable management of the day-to-day operations of the grain terminal, including unloading vessels, transfers, storage and shipment to trucks or rail lines.
While leading a multidisciplinary team, he ensures full compliance with safety, quality and operation (HSE) standards.

## Key Accountabilities

### A. Operations Management
- Supervising the daily activities of the terminal including: ship unloading, grain transfer, loading/unloading of silos and sending to trucks or rail lines.
- Coordination of shift operations to achieve maximum operational capacity with minimal downtime
- Monitoring and controlling the overall equipment effectiveness index (OEE), identifying bottlenecks and implementing improvement programs
- Ensuring smooth coordination with maintenance, quality control, logistics and planning units
- Checking the readiness and performance of critical equipment such as ship unloaders, conveyors, elevators, silos and weighing stations
- Confirming and monitoring the implementation of daily operational plans in coordination with the ship arrival schedule and shipping priorities
- Support capital projects (CAPEX) and performance improvement plans

### B. Human resources and leadership (People & Leadership)
- Guiding, training and motivating the operational team of the site, including operators, supervisors, forklift drivers and other employees
- Supervision of work discipline, attendance and compliance with the company's code of conduct
- Development of team competencies in line with terminal operating instructions (SOP) and safety standards

### C. Safety, health and compliance (HSE & Compliance)
- Ensuring the implementation of Permit-to-Work, Lockout and Tagout (LOTO), and emergency response procedures
- Coordinating with the HSE team to conduct audits, safety maneuvers and accident investigations

### D. Asset & Maintenance Coordination
- Ensuring periodic inspections and proper cleaning of mechanical and electrical equipment
- Reporting and tracking all maintenance issues through maintenance management system (CMMS) or standard reporting systems
- Support maintenance and engineering teams in scheduling preventive maintenance and initiatives to increase equipment reliability

### E. Quality & Inventory Control
- Ensuring the maintenance of product quality in grain handling operations, reducing waste and preventing pollution
- Coordinating with the Quality Assurance Unit (QA) to perform disinfection, humidity testing and pest control
- Daily monitoring of silo inventory and matching physical inventory with ERP system data

### F. Reporting & Performance Tracking
- Providing daily and weekly operation reports including evacuation rate, stop times, accidents and manpower utilization
- Monitoring key performance indicators (KPI) such as unloading rate (tons per hour), equipment availability, safety compliance and product waste rate
- Support the operations manager in preparing monthly reports of terminal performance

## Qualifications, Experience & Skills

- **Education:** Bachelor's degree in one of the fields of mechanical, electrical or industrial engineering
- **Language:** Proficiency in English
