هدف شغل:
استقرار، مدیریت و توسعه نظام کنترل پروژه در سطح هلدینگ برای نظارت مؤثر، پیش‌بینی‌پذیر و به‌هنگام بر پروژه‌های مختلف شرکت‌های تابعه، با تمرکز بر مدیریت زمان، منابع، هزینه، کیفیت و ریسک به‌منظور دستیابی به اهداف استراتژیک شرکت.
شرح وظایف و مسئولیت‌ها:
برنامه‌ریزی کلان پروژه‌ها:
- مشارکت در طراحی ساختار شکست پروژه‌ها (WBS) و زمان‌بندی کلان آنها در سطح گروه.
- هماهنگی با مدیران پروژه در شرکت‌های زیرمجموعه جهت تنظیم برنامه‌های تفصیلی.
- تهیه برنامه کلان زمان‌بندی تجمیعی برای پایش کلیه پروژه‌های گروه.
- تعیین شاخص‌های کلیدی عملکرد پروژه‌ها (KPI) در سه سطح: عملیاتی، مدیریتی، استراتژیک.
پایش و کنترل پیشرفت پروژه‌ها:
- جمع‌آوری، تحلیل و ارزیابی گزارش‌های پیشرفت فیزیکی و مالی پروژه‌ها به صورت دوره‌ای.
- مقایسه وضعیت واقعی (Actual) با برنامه (Baseline) در تمامی پروژه‌ها.
- محاسبه و تحلیل شاخص‌های عملکرد.
- شناسایی انحرافات و ارائه اقدامات اصلاحی به مدیریت پروژه‌ها.
- طراحی و پیاده‌سازی داشبوردهای مدیریتی تحلیلی در Power BI یا ابزار مشابه.
کنترل هزینه و بودجه پروژه‌ها:
- همکاری با تیم‌های مالی و فنی جهت تدوین بودجه پروژه‌ها و ساختار هزینه‌ای آنها.
- پایش هزینه‌کرد پروژه‌ها و تحلیل انحرافات مالی در مقایسه با بودجه مصوب.
- ایجاد نظام‌های گزارش‌دهی هزینه‌ای در شرکت‌های زیرمجموعه.
- تهیه گزارش‌های تحلیلی از ریسک‌های مالی مرتبط با پروژه‌ها و پیش‌بینی نقدینگی مورد نیاز.
مدیریت ریسک پروژه‌ها:
- شناسایی، ارزیابی و رتبه‌بندی ریسک‌های کلیدی در پروژه‌ها (زمان، کیفیت، منابع، بودجه، مجوزها و غیره).
- طراحی برنامه‌های کاهش ریسک و پیگیری اجرای آنها در شرکت‌های تابعه.
- ایجاد بانک ریسک‌های پروژه‌ها و به‌روزرسانی آن در طول اجرای پروژه‌ها.
- مشارکت در جلسات تصمیم‌گیری استراتژیک برای پروژه‌های دارای ریسک بالا.
یکپارچه‌سازی اطلاعات پروژه‌ها:
- طراحی سیستم گزارش‌دهی واحد برای کلیه پروژه‌ها (قالب‌ها، زمان‌بندی، فرمت داده‌ها).
- استقرار نظام گردش اطلاعات بین شرکت‌های زیرمجموعه و ستاد هلدینگ.
- مدیریت بانک اطلاعات پروژه‌های فعال، پروژه‌های خاتمه‌یافته و پروژه‌های در دست برنامه‌ریزی.
- مستندسازی تجربیات (Lesson Learned) برای پروژه‌ها و توسعه سیستم یادگیری سازمانی.
کنترل کیفیت اجرا و پایش فرآیندها:
- نظارت بر رعایت استانداردهای فنی، کیفیتی و زمانی در اجرای پروژه‌ها.
- بررسی فرآیندها و مستندات پروژه‌ها برای شناسایی نقاط ضعف فرآیندی.
- پیشنهاد و پیاده‌سازی بهبود در فرآیندهای اجرا و کنترل پروژه‌ها در سطح کل گروه.
- همکاری با واحدهای فنی و نظارتی جهت پایش کیفیت اجرایی پروژه‌ها.
هماهنگی بین واحدها و تیم‌های پروژه:
- برگزاری جلسات دوره‌ای با مدیران پروژه در شرکت‌های زیرمجموعه برای هماهنگی عملکرد.
- تسهیل تعامل میان تیم‌های مالی، فنی، تدارکات، حقوقی و اجرایی در پروژه‌ها.
- پیگیری مصوبات مدیریتی مربوط به پروژه‌ها و تهیه گزارش از میزان پیشرفت اجرای آنها.
- مدیریت تضادها یا تداخلات احتمالی بین پروژه‌ها یا منابع آنها در سطح گروه.
استقرار سیستم‌ها و ابزارهای کنترلی:
- انتخاب، پیاده‌سازی و مدیریت ابزارهای نرم‌افزاری برای برنامه‌ریزی و پایش پروژه‌ها.
- طراحی قالب‌های دیجیتال برای گزارش‌گیری، تحلیل داده و داشبوردهای مدیریتی.
- نظارت بر ورود صحیح و دقیق داده‌ها به سیستم‌های اطلاعاتی پروژه.
- آموزش و پشتیبانی از کاربران سیستم‌های کنترلی در شرکت‌های زیرمجموعه.
گزارش‌دهی به مدیریت ارشد:
- تهیه گزارش‌های تحلیلی و خلاصه مدیریتی برای ارائه به مدیرعامل و هیئت‌مدیره.
- ارائه تصویری کلان از وضعیت پرتفوی پروژه‌های گروه (از نظر پیشرفت، ریسک، اولویت).
- آماده‌سازی گزارش‌های ویژه برای جلسات راهبردی، تأمین مالی، یا ارزیابی عملکرد.
- ارائه سناریوهای جایگزین برای پروژه‌های دچار تأخیر یا چالش.

Job Description:
1. Project Master Planning
• Participate in the design of the project breakdown structure (WBS) and their master scheduling at the group level
• Coordinate with project managers in subsidiary companies to prepare detailed plans
• Prepare a master schedule for monitoring all group projects
• Determine key performance indicators (KPIs) for projects at three levels: operational, managerial, strategic

2. Monitoring and controlling project progress
• Collecting, analyzing and evaluating physical and financial progress reports of projects periodically
• Comparing the actual status with the plan (Baseline) in all projects
• Calculating and analyzing performance indicators
• Identifying deviations and providing corrective actions to project management
• Designing and implementing analytical management dashboards in Power BI or similar tools

3. Controlling project costs and budgets
• Collaborating with financial and technical teams to develop project budgets and their cost structure
• Monitoring project costs and analyzing financial deviations compared to the approved budget
• Establishing cost reporting systems in subsidiary companies
• Preparing analytical reports on financial risks related to projects and forecasting required liquidity

4. Project Risk Management
• Identify, assess and rank key risks in projects (time, quality, resources, budget, permits, etc.)
• Design risk reduction plans and follow up on their implementation in subsidiaries
