حمایت از هماهنگ کننده پزشکی از طریق وظایف و مسئولیت های تفویض شده ، از جمله تعریف ، رهبری و هماهنگی کل دامنه پزشکی این مأموریت ، طبق پروتکل های MSF ، استانداردها ، سیاست ها و ارزش ها ، به منظور اطمینان از کیفیت مراقبت های پزشکی داده شده به جمعیت هدفمند و در نتیجه بهبود شرایط سلامت و زندگی آنها. این نقش کیفیت و ارتباط فعالیتهای پزشکی را تضمین می کند ، به چالش های خاص بشردوستانه و بهداشتی در ایران می پردازد و دسترسی فراگیر به مراقبت را ارتقا می بخشد. معاون هماهنگ کننده پزشکی مسئولیت های کامل هماهنگ کننده پزشکی را در غیاب خود از جمله نمایندگی ، تصمیم گیری استراتژیک و هماهنگی با شرکا به عهده می گیرد.

Supporting the Medical Coordinator through delegated tasks and responsibilities, including defining, leading, and coordinating the entire medical scope of the mission, according to MSF protocols, standards, policies, and values, in order to ensure the quality of the medical care given to the targeted population and thus improving their overall health and living conditions. This role ensures the quality and relevance of medical activities, addresses the specific humanitarian and health challenges in Iran, and promotes inclusive access to care. The Deputy Medical Coordinator assumes full responsibilities of the Medical Coordinator in their absence, including representation, strategic decision-making, and coordination with partners.
• Supporting the Medical Coordinator in defining, monitoring, and updating the medical content of the MSF country policy and annual plan, by scanning health needs and translating them into objectives, priorities, and resources needed in order to cover the medical and humanitarian needs of the population at risk.
• At the request of the Medical Coordinator, representing MSF before third parties concerning medical issues, ensuring its good public image and the alignment with the mission interests, through regular contacts with other actors in the country, negotiating with authorities when necessary, and informing on MSF charter, values, and principles
• Participating and contributing in the definition and update of the country policy, annual plan and budgets in order to develop the projects and programmes aimed at addressing humanitarian issues at stake ensuring its efficiency and quality ( i.e. monitoring the project implementation, assisting the Project Coordinator and the medical teams in drafting the project proposal and follow up, identifying priority needs, other potential areas of action and emergency situations and collaborating and assisting in the production of medical reports)
• Coaching, training, and motivating the teams in the mission in order to align all field staff with MSF values and ethics, and ensuring their capability to carry out their job, achieving MSF quality standards (i.e., induction, briefing/debriefing, training, potential detection, evaluation)
• Collaborating, together with the logistics department and according to project needs, in the pharmacy management in order to ensure enough and quality supply of drugs and medical material (i.e., review of medical orders and monitoring of medicines consumption and stock levels of the different projects)
• Assisting in defining and implementing the staff health and security policies for international and national staff in order to ensure their overall safety (i.e., monitors both physical and mental health state of staff, promotes compliance of all related protocols and procedures, and collaborates in the update of issues regarding the security context)
• Ensuring the Medical Coordination in the Mission and fully assuming the Medical Coordinator’s tasks and responsibilities in case of absence/gaps.

Health system & access to health
• Monitor the impact of economic sanctions on access to medicines, diagnostics, and medical technologies, advising on MSF’s positioning.
• Identify gaps in care within the national health system and opportunities for MSF to complement, support, or advocate.
Vulnerable populations
• Ensure MSF’s medical strategy in Iran addresses the needs of vulnerable and marginalized groups, including refugees and undocumented migrants, people who use drugs, people living with HIV/TB/hepatitis, children, the elderly, people with NCDs, and incarcerated populations
• Strengthen MSF’s role in providing inclusive services to populations excluded from the formal health system.
Infectious diseases & harm reduction
• Oversee MSF’s medical strategy for HIV, TB, and hepatitis, ensuring confidentiality, stigma reduction, and linkage to treatment.
• Support harm reduction strategies, particularly for people who inject drugs and incarcerated populations.
Outbreaks & emergencies
• Ensure MSF’s preparedness for outbreaks such as cholera, measles, etc, coordinating with MOH and other partners.
• Integrate disaster preparedness into MSF planning given Iran’s high vulnerability to earthquakes, floods, and other natural disasters.
NCDs & mental health
• Recognize and address the growing burden of NCDs (e.g., diabetes, hypertension, cancer) and their treatment challenges in the current Iranian context.
• Promote psychosocial support and mental health care as part of a holistic humanitarian response.
External relations
• Support the Medical Coordinator and Head of Mission in negotiating MSF’s medical and humanitarian issues with authorities, ensuring alignment with MSF principles of neutrality, impartiality, and independence.
• Monitor changes in the regulatory environment and provide input on their impact on MSF’s ability to operate.
