Position Summary
The Government Relations Senior Manager is responsible for building and maintaining strong relationships with key government bodies, regulators, and public institutions to ensure Digikala’s business operations are compliant and supported within Iran’s regulatory environment. The role involves proactive monitoring of laws and policies affecting e-commerce, retail, logistics, taxation, customs, and digital platforms, and advising the company’s leadership on regulatory risks and opportunities.
Key Responsibilities
1. Government & Regulatory Relations
- Develop and maintain strong professional relationships with key government stakeholders such as:
- Ministry of Industry, Mine & Trade (MIMT)
- Ministry of ICT
- E-Commerce Development Center (ECDC)
- Iranian National Tax Administration (INTA)
- Consumer & Producer Protection Organization (CPPO)
- Iran Chamber of Commerce and other relevant regulatory bodies.
- Represent Digikala in meetings, hearings, and negotiations with public authorities.
- Facilitate approvals, licenses, permits, and compliance certificates required for Digikala’s business activities.
- Ensure Digikala’s voice and interests are appropriately represented in policy discussions, industry committees, and regulatory consultations.
2. Policy Monitoring & Advocacy
- Track, analyze, and interpret new or proposed legislation, regulations, and policies affecting e-commerce, digital trade, and logistics.
- Prepare policy briefs, position papers, and reports for senior management.
- Advise leadership on emerging regulatory risks and opportunities.
- Coordinate Digikala’s participation in industry associations, public consultations, and government initiatives.
3. Regulatory Compliance Support
- Work closely with the Legal and Compliance teams to ensure Digikala meets all statutory and regulatory obligations.
- Support the licensing, registration, and renewal of operational permits and business certificates.
- Coordinate responses to government inquiries, inspections, or investigations.
- Assist in resolving disputes or compliance issues with regulatory bodies.
4. Internal Coordination & Communication
- Serve as a bridge between government agencies and Digikala’s internal departments (Operations, Logistics, Finance, Marketing, HR, and Product).
- Provide internal stakeholders with regular updates on regulatory developments and potential impacts.
- Support strategic decision-making with accurate legal and policy insights.
5. Representation & Reputation Management
- Represent Digikala in official events, conferences, and roundtables.
- Promote a positive and cooperative image of the company in interactions with government entities.
- Ensure communication with authorities is consistent, accurate, and aligned with Digikala’s business strategy and values.
Qualifications & Experience
- Education: Bachelor’s or Master’s degree in Law, Political Science, Public Administration, or a related field.
- Experience: Minimum of 8–12 years of relevant experience in government relations, regulatory affairs, or public policy, preferably in the e-commerce, telecom, logistics, or FMCG sectors.
- Proven experience in dealing with Iranian government institutions and understanding of administrative and regulatory procedures.
- Strong network within key ministries, regulators, and trade bodies.
- Experience managing a small GR or public affairs team preferred.
