کارشناس ارشد مناقصات و تحلیل فرصت های بازار | Senior Tenders Specialist and Market Opportunity Analysis (EPC)

شرح مسئولیت‌های کلیدی:
• تسلط به اجرای کامل فرآیند مناقصات EPC از مرحله شناسایی فرصت تا عقد قرارداد
• تحلیل عمیق اسناد مناقصه (ITB، GCC، SCC، BOQ، Scope of Work) و استخراج ریسک‌ها و فرصت‌ها
• تهیه پیشنهادات فنی، مالی و بازرگانی و تضمین انسجام بین واحدهای مهندسی، برنامه‌ریزی، مالی، حقوقی و HSE
• انجام تحلیل‌های قیمت‌گذاری، تدوین استراتژی رقابت و بررسی حاشیه سود پروژه
• انجام مکاتبات رسمی، مدیریت ابهامات مناقصه ها، پیگیری اصلاحیه ها و مشارکت در مذاکرات پیش از قرارداد
• ارزیابی الزامات قراردادی EPC و ارائه پیشنهادات اصلاحی به مدیریت
• کنترل زمان‌بندی مناقصات و اطمینان از تحویل به‌موقع و بدون مغایرت اسناد
• تدوین گزارش‌های تحلیلی و مدیریتی جهت تصمیم‌سازی در سطح ارشد
• مشارکت فعال در بهبود رویه‌ها، دستورالعمل‌ها و نظام دانش واحد مناقصات

شرایط احراز:
• حداقل مدرک تحصیلی کارشناسی در رشته‌های مهندسی (مکانیک، عمران، برق، صنایع) یا مدیریت مرتبط
• حداقل 7 سال سابقه مؤثر و مستند در حوزه مناقصات پروژه‌های EPC
• تسلط کامل بر قوانین و مقررات مناقصات، شرایط عمومی پیمان و قراردادهای EPC / FIDIC
• تسلط کامل بر فهارس بهای شاخه آب و فاضلاب سازمان برنامه و بودجه کشور و توانایی به‌کارگیری آن در برآورد، آنالیز قیمت و تهیه BOQ
• آشنایی و تسلط عملی بر سامانه تکسا و نیز سایر سامانه های مرتبط و فرآیندهای مرتبط با ثبت، بررسی و پیگیری مناقصات دولتی
• تجربه عملی در تهیه و مدیریت پیشنهادات فنی–مالی پروژه‌های متوسط و بزرگ‌مقیاس
• تسلط بر مفاهیم برآورد هزینه، آنالیز قیمت، BOQ و برنامه‌ریزی پروژه
• توانمندی بالا در تحلیل ریسک، تصمیم‌سازی و مذاکره حرفه‌ای
• توانمندی بالا در مکاتبات رسمی و گزارش‌نویسی مدیریتی
• تسلط بر نرم‌افزارهای Office و آشنایی با ابزارهای برنامه‌ریزی و کنترل پروژه
• پایبندی به اصول محرمانگی، انضباط سازمانی و اخلاق حرفه‌ای

Description of key responsibilities:
• Mastering the full implementation of the EPC tender process from the opportunity identification stage to the contract award
• In-depth analysis of tender documents (ITB, GCC, SCC, BOQ, Scope of Work) and extracting risks and opportunities
• Preparation of technical, financial and commercial proposals and ensuring coherence between engineering, planning, financial, legal and HSE units
• Conducting pricing analysis, formulating competition strategy and reviewing the project's profit margin
• Conducting official correspondence, Management of tender uncertainties, follow-up of amendments and participation in pre-contract negotiations
• Evaluating EPC contractual requirements and presenting correction proposals to management
• Controlling the timing of tenders and ensuring the timely delivery of documents without discrepancies
• Compiling analytical and management reports for decision-making at the senior level
• Active participation in improving the procedures, instructions and knowledge system of the tender unit
Engineering fields (mechanics, civil, electricity, industries) or related management
• At least 7 years of effective and documented experience in the field of EPC project tenders
• Complete mastery of the rules and regulations of tenders, general terms and conditions of EPC/FIDIC contracts
• Complete mastery of the price index of the water and sewage branch of the country's program and budget organization and the ability to apply it in estimation, price analysis and preparation of BOQ
• Familiarity and practical mastery of the Texa system as well as other related systems. Processes related to the registration, review and follow-up of government tenders
• Practical experience in preparing and managing technical-financial proposals for medium and large-scale projects
• Mastering the concepts of cost estimation, price analysis, BOQ and project planning
• High ability in risk analysis, decision-making and professional negotiation
• High ability in official correspondence and management reporting
• Mastery of Office software and familiarity with project planning and control tools
• Adherence to principles Confidentiality, organizational discipline and professional ethics
