Own the technical and commercial bid process for mechanical scopes across upstream, midstream, and downstream projects. You’ll lead the review of ITT/RFQ/RFP packages, build fully compliant proposals, coordinate inputs from engineering, procurement, finance, and legal, and defend bids during clarifications and negotiations. Fluent English (spoken/written) is required.
ITT Review & Compliance: Parse scope, specs, drawings, and terms; produce compliance matrix, exceptions/deviations, and risk & opportunity register.
Engineering Inputs: Develop/validate MTO/BOQ from P&IDs/3D models; prepare data sheets and sizing/selection notes for rotating and static equipment (pumps, compressors, vessels, heat exchangers, tanks, valves, skids, HVAC).
Estimating & Pricing: Build cost models (materials, fabrication, coatings, NDT, FAT/SAT, documentation, preservation, logistics, taxes, duties); run sensitivity and margin scenarios.
Vendor Management: Issue RFQs, lead TBEs, negotiate pricing and delivery, and lock technical alignments with manufacturers and sub-vendors.
Proposal Pack: Draft the full bid book—method statements, execution plan, QA/QC, ITPs, MDR, manufacturing schedule, resource histogram, cash flow, and delivery plan (Incoterms).
Planning & Governance: Maintain bid schedule, gate reviews, and version control; ensure HSE, QA/ISO, and export-control compliance.
Client Interface: Lead pre-bid queries, clarification meetings, site visits, and post-bid negotiations with EPCs, IOCs/NOCs, and end-users.
Handover: Produce a clean contract handover to project teams with frozen BOMs, assumptions, and risk mitigations.
Required Qualifications
BSc/BEng in Mechanical Engineering (MSc is a plus).
7–12+ years in proposal/bid/tendering for mechanical packages or EPC scopes in oil & gas/energy.
Hands-on with ASME (Sec VIII, B31.3), API (610/617/618/650/661/682), TEMA, NACE MR0175/ISO 15156, PED/ATEX.
Proficiency in Excel (costing models), MS Project/Primavera, AutoCAD/SolidWorks; familiarity with PV Elite/COMPRESS, CAESAR II, AFT Fathom/Arrow (nice to have).
Strong commercial literacy (contract terms, LDs, warranties, payment milestones) and persuasive proposal writing in English.

On-time, compliant submissions; bid win rate; estimate accuracy vs. as-sold/as-built; TBE cycle time; risk closure rate; lessons-learned adoption.
